Global Association of International Sports Federations

Die Global Association of International Sports Federations (GAISF) ist die zentrale Dachorganisation der Sportverbände weltweit. Insgesamt gehören ihr 109 Organisationen an (Stand Oktober 2017), darunter Sportfachverbände wie die FIS oder die FIFA, aber auch Sportorganisationen mit speziellen Aufgabenbereichen wie der Weltverband der Sportmedizin. Das Internationale Olympische Komitee ist allerdings nicht Mitglied. Der Verband ist auch bekannt unter dem alten Namen SportAccord.

Organisation Bearbeiten

Höchstes Beschlussorgan ist die Generalversammlung, die jährlich im Mai an wechselnden Orten stattfindet. Stimmberechtigt sind die einzelnen Mitgliedsverbände unabhängig von ihrer Größe.

Der Vorstand, dessen Amtszeit vier Jahre beträgt, besteht aus neun Personen. Diese werden nach einem bestimmten Schlüssel ausgewählt:

  • drei aus den der Association of Summer Olympic International Federations (ASOIF) angehörigen Verbänden
  • zwei aus den der Association of International Olympic Winter Sports Federations (AIOWF) angehörigen Verbänden
  • zwei aus den der Association of IOC Recognised International Sports Federations (ARISF) angehörigen Verbänden
  • eine aus den der Alliance of Independent Recognised Members of Sport (AIMS) angehörigen Verbänden sowie
  • eine aus den Reihen der Verbände, die keiner der genannten Organisationen angehören

Der Präsident wird von der Generalversammlung gewählt. Amtsinhaber war von 2016 bis zu seinem Tod am 14. Oktober 2018 der Schweizer Patrick Baumann, zum Zeitpunkt seiner Wahl Generalsekretär des Basketball-Weltverbandes FIBA. Als kommissarischer Leiter wurde Raffaele Chiulli für die Zeit bis zur Generalversammlung im Mai 2019 bestellt.

Geschichte Bearbeiten

Der Verband wurde 1967 in Lausanne als General Assembly of International Sports Federations gegründet und 1976 in General Association of International Sports Federations umbenannt. Ab April 2009 nannte sich der Verband SportAccord, seit April 2017 trägt er seinen jetzigen Namen. Gründungs- und aktueller Sitz ist Lausanne; von 1978 bis 2009 war es jedoch Monaco.

Am 20. April 2015 hielt der damalige Präsident Marius Vizer beim SportAccord-Kongress in Sotschi eine umstrittene Rede, in der er das IOC angriff und einen 20-Punkte-Plan vorschlug. Der Plan war mit den Mitgliedsverbänden nicht abgesprochen, so dass in der Folge mehr als zwei Dutzend SportAccord-Mitglieder ihre Mitgliedschaft aussetzten oder kündigten. Vizer vermisste in der Folge die Unterstützung der Verbandsmitglieder und trat Ende Mai 2015 vom Präsidentenamt zurück. SportAccord befand sich danach in der Krise und musste die Belegschaft in der zweiten Hälfte des Jahres 2015 um zwei Drittel von 21 auf 7 Beschäftigte reduzieren. Der Etat 2016 liegt mit 1,7 Millionen Euro bei rund einem Viertel des Betrages von 2014, nachdem der Verband zahlreiche Sponsoren verlor. Der im April 2016 gewählte Präsident Patrick Baumann galt als Vertrauter des IOC-Präsidenten Thomas Bach. Die 2015 ausgetretenen Fachverbände für Rudern und für Schießsport sind seit April 2017 wieder Mitglied.

Bedeutung Bearbeiten

Während das Internationale Olympische Komitee nur 68 Fachverbände anerkennt (Stand Oktober 2012), ist der Kreis der Mitgliedsverbände der GAISF erheblich größer und umfasst auch zahlreiche in Europa kaum bekannte Sportarten. Seit der Aufnahme des Motorsportverbandes FIA im Mai 2013 gehören alle bedeutenden Sportverbände Sportaccord an, die – trotz geringer Mittel und Kompetenzen – daher als höchstes Gremium des Weltsports betrachtet wird.

Bedingung für die Aufnahme ist die weltweite Verbreitung einer Sportart. In der Regel wird – auch bei konkurrierenden internationalen Sportverbänden – nur ein Verband je Sportart aufgenommen. Über deren Aufnahme wird mit absoluter Mehrheit entschieden.
